NASWA President Karen Lee Submits Letter In Opposition To Proposed DOL Rule
On October 17th, President Karen Lee submitted a letter to the Administrator of the Office of Policy Development and Research expressing opposition to the creation of an Electronic Job Registry as outlined in the Notice of the Proposed Rulemaking (NPRM) for Temporary Agriculture Employment of H-2A Aliens in the United States.  (11/04/09)

Court Order Prevents USDOL From Suspending H-2A Regulations
The U.S. District Court for the Middle District of North Carolina recently issued a preliminary injunction prohibiting the U.S. Department of Labor (USDOL) from suspending the H-2A regulation as issued under the Bush Administration.   (08/08/09)
ETA Proposes Merit Staffing & Allocation Of Training Funds To States For New TAA
USDOL's Employment and Training Administration proposed a rule in the August 5 Federal Register that personnel administering TAA-funded worker adjustment assistance programs must be state employees covered by the merit system. The proposal also sets forth the procedure by which USDOL will distribute TAA training funds to the states.   (08/08/09)
USDOL Suspends H-2A Visa Rule
On May 28th, the U.S. Department of Labor (USDOL) suspended the H-2A temporary agriculture visa program which allows employers to hire foreign workers if they cannot first find American workers. The regulation, adopted during the end of the Bush administration, would have increased the workload for State Workforce Agencies.   (06/18/09)
U.S. Department of Labor Issues Final H-2A Rule
The U.S. Department of Labor's Employment and Training Administration and Employment Standards Administration has published a final rule that modernizes the H-2A program for employing foreign workers in temporary or seasonal agricultural jobs, and enhances important worker protections.  (12/22/08)
U.S. Department of Labor Issues Final H-2B Rule
The final rule, which will go into effect Jan. 18, 2009, will appear in tomorrow's Federal Register.   (12/18/08)
NASWA Issue Update Available
NASWA has assembled an issue update packet outlining NASWA's position on top tier issues under consideration by Congress. Issues include the Workforce Investment Act, funding issues related to the Fiscal Year 2009 budget, unemployment insurance modernization, Foreign Labor Certification, Trade Adjustment Assistance and other issues.   (09/26/08)
