Early in the summer of 2006, the Employment and Training Administration (ETA) decided against continuing to fund NASWA's administration and governance of the Wage Record Interchange System (WRIS). Because of lack of ETA funding, NASWA ceased its WRIS operations in early July, 2006. In July 2006, ETA decided to take over WRIS administration and governance and offered to fund a transition from NASWA to ETA. However, NASWA and ETA could not agree on transition activities and funding, so NASWA terminated its role as a party to the WRIS Consolidated Data Sharing Agreement in October 2006. ETA then drafted a new WRIS data sharing agreement with ETA for states to sign by the end of 2006. Interested parties should obtain information about WRIS governance or administration after October 2006 from ETA.

ETA’s Office of Performance and Technology established two websites to update the workforce community on WRIS and Workforce Investment Streamlined Performance Reporting System (WISPR). The WRIS page includes a copy of the new proposed data sharing agreement, the data sharing agreement "crosswalk" and a copy of the transmittal letter to state workforce agency administrators from ETA Assistant Secretary Emily DeRocco.
